ELS/ TLHM Collaborative Contract Case Study

East London Solutions Heads of Procurement identified the opportunity for a Pathfinder Contract based on the collaborative approach being championed by TLHM. Havering and Barking and Dagenham were the closest aligned in regards to end dates of their existing contracts and were also the first boroughs to need to go to procurement. With this in mind the two boroughs agreed to participate in a collaborative procurement utilising the same specification. 

The procurement process has now been completed and the contracts awarded. Whilst no guarantees are given in the contracts as to the level of works that will be required from the respective contractors, projected savings of up to 28%, based on current volumes, have been identified.

TLHM Report to London Councils Transport and Environment Committee TEC
